TAKE ACTION AGAINST FAKE EDUCATIONAL CERTIFICATE HOLDERS IN NEPAL
By LB THAPA
Many governments have come and gone but none of them has ever shown enough courage to take action against the people who are serving in government jobs with fake educational certificates.
The past governments had shown tough attitudes and formed various committees to investigate the case, but the zeal of the government soon evaporated. Until now, except for a few cases, otherwise, no severe legal action has ever been taken against the people who have produced fake educational certificates. The fear of the government's hollow rhetoric for taking severe action against the fake education certificate holders seems to have gone.
When asked the headmaster of a government high school about the possible legal action against the teachers who hold fake Indian certificates, he laughed ridiculously and said very casually, "No government can take serious action against the fake Indian certificate holders. Who does not hold fake Indian certificates?”
There are many professors, doctors, engineers, politicians, police, and army officers in service who hold fake Indian educational certificates. Does any government have the guts to take legal action against these heavyweights?" It was a shocking revelation---but worth contemplating indeed.
It is believed that about 20,000 teachers hold fake educational certificates. These sham teachers with fake certificates must be barred from teaching as there are scores of well-qualified teachers waiting for an opportunity.

It is therefore the government must keep the investigation of the case going. This is absolutely a very sensitive issue and the government should take the matter with due attention. Those teachers who teach in schools and colleges with fake Indian certificates must be brought to book as no one can play with the future of the students.
Even those teachers, who had quit their jobs in fear of being caught by the investigating committee, must also be arrested by the law. They should return all the salary and benefits received over the years.
No compromise can be made against forgery practice in a sensitive sector like education. The guilty must be grilled at the earliest possible. The gravity of the problem is indeed very serious and at the same time too complicated.
In the past, little action was taken against the culprits…the trend should be continued. In the recent past, the anti-graft watchdog had filed a case at the SC against Ramu Prasad Yadav, headmaster of Bara, Nepal Rashtriya Madhyamik Vidyalaya for submitting a fake M.Sc certificate.
His intention was to start an intermediate-level college. The CIAA has also filed a case against Gyanidevi Shakya; head assistant at the Lalitpur-based Patan Multiple Campus for submitting a fake certificate of intermediate level for promotion.
Once the action against fake education certificate holders began, many teachers and government employees left their jobs voluntarily. Some even cited personal reasons for premature retirements. But, due to the lackluster attitude of the CIAA, now many fake educational certificate holders have no fear of government action.
In the past, the CIAA had set up a probe team that comprised members from Tribhuvan University (TU) and Higher Secondary Education Board (HSEB), but the probe team could not make any headway.
According to the CIAA, a much higher number of police personnel from Nepal Police and Armed Police Force (APF) allegedly hold fake educational certificates. The teachers stand second in the row who possess fake educational certificates. The CIAA had promised to verify suspicious certificates of intermediate, bachelor's, and master's levels in Patna, Banaras, and Darbhanga universities. However, it is not known how much work the CIAA has accomplished so far.
In the recent past, the Nepal Army dismissed two top officers from military service. The court of inquiry found the officers had produced tempered educational certificates to get promotions.
Not only fake Indian certificates have been used but equally a large number of fake Nepali educational certificates have also been used for employment purposes. A high number of fake Nepali educational certificates have been used to get recruited in the British army, Indian army, and the oil-rich Gulf countries.
Now we have to see when the CIAA will wake up from slumber and remember its duty to bring all guilty people to the book.
